The Ohio Department of Developmental Disabilities (DODD) has created the Intensive Behavioral Support Rate Add-On (IBSRAO) rule, which allows for enhanced reimbursement for providing short-term, intensive behavioral support to youth ages 10 through 17 with a dual diagnosis of mental illness and intellectual disability, violent and aggressive behaviors toward self and others, and a history of significant trauma.
DODD has announced that ViaQuest Healthcare Central, LLC has been approved for the IBSRAO. ViaQuest plans to open a new Intermediate Care Facility for Individuals with Intellectual Disabilities (ICFIID) which will be used to serve youth from across the state. The facility plans to open early next year in Franklin County.
The initial capacity for the IBSRAO will be seven youth. Through DODD’s current multi-system youth technical assistance process and funding application, the department is aware of multiple youths throughout the state who could benefit from this new intensive support option. Based on assessment of these children, the department will select the initial youth to receive this service.
Furthermore, DODD intends to develop a referral process for future applications and will provide ongoing communication when that process opens. For families, county boards, or providers who know youth that may benefit from this level of service, technical assistance is available from DODD by contacting a Community Resource Coordinator (CRC) in DODD's Division of Residential Resources.
This rule is one component of a statewide initiative to support this population. DODD is also partnering with the Ohio Department of Medicaid in their effort to launch and implement OhioRISE (Resilience through Integrated Systems and Excellence), a specialized managed care program for youth with complex behavioral health and multi-system needs.
